Here is a gardening metaphor that generalizes the web site life-cycle:

Define the strategy, goals and qualities of your web site.
Plan what resources you need to make it happen.
Diagram what content will be on the site and how it will be arranged.
Sketch, mock up or story board the look-and-feel of the site.
Prototype the system so that we can test to see if your site visitors will find it easy to use. (for applications or very large static web sites)
Code or program the REAL web site or applications by putting all the ideas together.
