The primary task of static development is to write the codes that create the pages. A developer can use a software that assists in the coding process (i.e., Dreamweaver, Cold Fusion, Front Page, and others) or code "from scratch."

Hand Coding vs. Software
The tradeoff between the two choices is time and accuracy:

Hand-coding is more accurate
Software is faster

Creative + Technical Skill
At this stage in the development process, there is a great advantage if the web designer is also a developer. The combination of skills allows a designer to understand exactly how the design gets translated into an actual web page.

Design elements that work in print formats do not necessarily work in electronic formats or they can be nightmarishly complex to implement or change later on. Designers unaware of these differences can innocently cause a project to be more time consuming and more costly.

The developer also converts any images into a web-ready format, and then conducts basic testing to ensure the site functions as it should.
