Do you do the development yourself?

For most web sites, static development creates much of the "scaffolding" for a web site. 

Static pages consist of the basic structure of a site, including HTML pages that are linked together.

Static development also creates the context where interactive elements are placed.

Even if the majority of the site is dynamic, static pages provide the primary links for navigating the site, information and instructions on the site's purpose, and context for any interactive elements.
